About Panagsama Beach

Panagsama Beach in Moalboal is the Philippines' most celebrated shore-dive destination — a compact stretch of rocky beachfront on the southwest coast of Cebu island that drops away into some of the most spectacular coral-wall diving in the world. The beach itself is narrow and pebbly rather than sandy, but what lies just metres from its edge is extraordinary: a sheer coral wall that plunges 40 metres into blue water, encrusted with sea fans, tube sponges, and spectacular soft coral growths, and inhabited by a dazzling variety of marine life.

The beach's greatest claim to fame is the Moalboal Sardine Run — a permanent resident shoal of millions of tomato sardines that forms a swirling, shimmering column of silver just 20 metres from shore and accessible to snorkellers without any boat. The column can extend 50 metres in length and creates one of the world's most accessible and visually astonishing snorkeling experiences. Sea turtles are frequently encountered feeding within the sardine column, and dolphins and thresher sharks visit the deeper waters of the wall.

The beachfront strip has developed into a compact dive resort hub with a dozen or more dive operators packed along the road, all offering excellent guided dives, rental equipment, and PADI certification courses. Despite the commercial development, Panagsama retains a relaxed, adventurous atmosphere popular with liveaboards, dive enthusiasts, and backpackers. It's one of those rare places where world-class diving is genuinely affordable, and the marine life can be encountered without specialist equipment or an expert guide.

Getting There

Take a V-hire (shared van) or bus from Cebu City's South Bus Terminal to Moalboal (2–2.5 hrs, ₱75–100). A habal-habal (motorbike) from Moalboal town covers the final 3km to Panagsama. Private transfers from Mactan Airport take 2–3 hours.

Best Time to Visit

Year-round destination. Sardines are always present. Diving visibility is best Nov–May. Thresher sharks are most reliably encountered Sep–Jan at nearby Donsol. Avoid June–September if possible — typhoon risk increases though sardines remain.

Tips

Rent snorkel gear from any dive shop (₱100–200). The sardine column is often visible from the surface before entering the water. Book your dive accommodation in advance in peak season. Night dives on the wall are exceptional — check for octopus, frogfish, and nudibranch.
